Direct line management for Regional Supervisors in Egypt, Turkey, Malta Tunisia and for the SHG in Austria.
Indirect responsibility made up of Senior Head Gardeners, Head Gardeners, Gardeners, Works Foreman/Mason/Craftsman and Administrators.
Manages Contractors and Honorary Supervisors who have day to day supervision of cemeteries in more remote countries.
The combined Hort/Works Supplies & Contracts and Premises budgets for Sector 1 total approximately £1 million
Purpose of Job
The post is responsible for ensuring Commission standards of horticulture at the cemeteries and memorials within the region in line with current conservation practice and heritage strategy and securing value for money in achieving those standards.

The position is based in Cyprus.
Key Responsibilities and Accountabilities
? Identify and execute inspection visits to the Commission’s cemeteries and memorials to ensure standards of horticulture are maintained, assessing and reporting on Key Performance Indicators for horticultural standards and ensuring operational structures, procedures and practices deliver value for money.
? Implement Horticultural projects in line with the Area Management Plan. Draw up Tree Management plans with full research of the original planting to 39-45 key commemorative sites within the area plan.
? Manage irrigation at all sites and review condition of irrigation systems, identify sites where irrigation may be reduced or removed , create a plan for transition to non-irrigated sites ready for implementation
? Establish, negotiate, specify and administer maintenance agreements with contractors to ensure proper maintenance of Commission cemeteries and memorials.
? Manage the horticultural maintenance programme and contractual maintenance agreements in accordance with operational control.
? Co-ordinate all projects with Works Managers and Operations and Finance Managers in respect of budgets and staffing issues.
? Maintain accurate records of cemetery plans and technical data in collaboration with Works Managers.
? Implement Health and Safety Policies, promote the safe use of horticultural machinery and vehicles, ensure safe working practices; record accidents, near misses, take appropriate action to effectively manage risk.
? Collate and provide information as required of the Area Health & Safety Action Plan.
? Identify the training and development needs of staff, ensure mechanisms for the delivery of training programmes and interventions, contributes to the formulation of the Area training programme and succession plans.
? Assist the Works Managers as appropriate including obtaining quotations for works contracts.
? Ensure that the procurement of machinery and supplies achieves value for money. Assist in the drawing up of replacement and new machinery or vehicles in conjunction with corporate objectives.
? Manage and monitor the delegated budget, prepare estimates, submit monthly/quarterly expenditure reports in accordance with corporate objectives to ensure horticultural works programmes.
? Negotiate with Area Works Councils on Pay and Conditions of Service as required.
? Ensures the Commission is recognised and represented in the preparation of ceremonial events within Area (for example 1914-18 & 1939-45 anniversaries).
? Maximise the PR potential of the Commission’s work through the provision of timely photographs and briefs on operational activities.
Financial & Risk Management
? Contribute to the establishment of an operational risk profile matrix for the Area and implement risk mitigation programme.
? Responsible for the authorisation and monitoring of monthly financial expenditure in accordance with corporate accounting practices and within agreed delegated regional budget and financial delegated authority per transaction.
? Ensures all work practices have been risk assessed, COSHH assessments are in place and LOLER and PUWER checks made at defined intervals with guidance from the Technical Services Department when required.
? Manages the performance, development and standards of behaviour for the direct reports and oversees the performance management of the wider regional team through delegation. Identifies training needs for the whole staff compliment and highlights any skills gaps.
? Formulate and manage regional training requirements, with the assistance of Works Manager (for Works staff) and by liaison with Operations and HR Managers.
? Delivers training in order to maintain and improve the staff skills base. Conducts regular team meetings to update staff on all aspects of operations.
? Regular travel within the Area to ensure additional maintenance projects are carried out.
Key contacts and relationships
? Collaborate closely with the Area Management team (Director, Operations Manager, HR Manager, Finance Manager and Works and Hort Managers) to ensure effective management.
? Line manager to the Regional Supervisors, SHG Austria Honorary Supervisor and external contractors.
? Indirect line management responsibility for Senior Head Gardeners, Head Gardeners, Gardeners, Works Foreman/Mason/Craftsman and Administrators.
? Receive and assist touring HO officials, visiting dignitaries, war veterans and relatives.
? Maintain and develop contacts with local authorities, diplomatic missions, contractors or individuals where this may be of use in facilitating the work of the Commission.
? Liaison with diplomatic missions in the arrangements for annual commemorations and remembrance ceremonies and preparations for 1914-18 & 1939-45 anniversaries.
? Day to day liaison with colleagues within and across Areas and Head Office.
Knowledge & Qualifications/Experience Required
? A relevant recognised technical qualification in Horticulture (BTEC/HND or equivalent) or relevant experience working in a managerial position.
? At least 5 years’ work experience in managing a team
? Experience of working in different cultures, with an understanding of cultural and political sensitivities.
? Practical experience of project, change and performance management at operational level.
? Good command of written and spoken English language, is essential.
? Operational experience at Project Management level.
? A clean driving licence and the ability to drive safely.
? A knowledge of works standards and practices, is desirable.
